Its estimated that there are close to 5000 CSD (Canteen Stores in India) with estimated annual turnover (sales) in excess of 12000 crore.. With over 3000 products available at concessional price - Car Probably is the most expensive Product which can be bought through CSD Canteen
Unlike - other consumer goods and items - which are available over the counter. Cars are bought through Authorized Car Dealerships only - but process and payments are routed through CSD Car Cell Unit and pricing is calculated at virtually negligible tax rates - as against State VAT

All those - who are in Defence Sector on payrolls of Government of India are eligible to buy cars through CSD. All Commissioner Officer, Ex-Servicemen from Defence Personnel can buy car irrespective of Ranks through CSD. Even - can also get finance from Private Banks or Nationalized Banks as per sole discretion.
Minimum experience is specified for Officials as eligible to buy car
» All Commissioned Officers (whether Retired or on Job) including Short Service, EC, Exservicemen - who has completed minimum 5 yr Service
» All JCO, PBOR provided 15 yrs of Service is completed. Commissioned JCO however has minimum 7 yr of Service Criteria required

CSD Canteen has specified a chart - which defines Car Eligibility basis Car Engine Size.
The Eligibility is based on para 2 of DDGCS letter No 96410/Q/DDGCS - as last done in July 2015 based on Rank of Defence Personnel and Car Engine Size

» You have to visit a local Dealer first and finalize for the car looking to buy. Its important to note that all models may not be listed and even if car model is approved,, it may likely be possible that some of its variants are not available through CSD. So - Best to contact a dealership who is registered with CSD Depot (list may be available with Local CSD Depot or Contact Local Dealer for checking on same)
» Once Model and Variant Finalized - ask Dealer to give a Proforma basis CSD Canteen Price List with breakup of Price, Road Tax, Insurance Premium having Model, Sub Model, Color including Tentative Delivery Status basis Stock. Also take - Availability Certificate that the car will be delivered in how many days post booking.
» All applicants desirous of buying Car within 6 months will fill application forms in duplicate and obtain countersignatures on both copies.
» Filled Applicant Form with relevant documents (as listed in Tabular Format) should be sent to Deputy Director General Canteen Services (DDGCS), QMG Branch, New Delhi

» The request and basis Priority and Eligibility - may be approved or hold or rejected. Its important to note that Sanction is given basis Priority List and complete filled Application Form, Documents Submission. Note - Sanction is Valid for 180 Days from the date of Sanction
Important Points while Filling and Submitting Application Form for CSD
» Pan Card Number and Grocery Number to be Mandatory Filled
» If Previous Car Purchased through CSD then date of Purchase, else if no previous car purchased then specify that no Previous Car Purchased. Do not Leave Column Blank
» Complete Address, Service Number, Date of Enrolment and for Ex-servicement Date of Discharge - all details to be completely filled
» Application to be duly Signed by CO/ Zila Sainik Board / Station HQ as applicable (as is Competent Authority - referred in Application Form)
Note: One copy of the application form duly completed will be forwarded to the Canteen Services Directorate, whereas the duplicate copy will be required to be produced to Canteen Services Depot (CSD) at the time of final preparation of documents for delivery of the car.

Post Sanction Process
» If Sanction Approved - Congratulations!! now its much easier. The Sanction List is put up on Intranet Server (for Serving Officers) or Indianarmy website for Retired and Civil Officer
» Contact the Local CSD Depot from where you want to buy the car. Furnish in Copies of Sanction Letter or the Approval List as put up on CSD Site along with documents. Local CSD Depot will re-validate and approve for Finalization.
» Its time to Arrange Funds - If Ready Funds Available, its well and fine. Else apply for Car Loan with any Private Bank or PSU Bank
» Car Loan Application to Loan Disbursement takes a short time in between 1 to 2 weeks. So - apply for loan only Post Sanction received. Do note that - In Certain Car Loan Cases - Banks also issue a consolidated Draft equivalent to value of Car - if Margin Money Deposited with them. Checkout with your Bank - If Facility Available
» DD to be made in favor of "Canteen Stores Department, Public Fund Account (Main)", Applicant can go to concerned depot and fill in the Requisition Form for issuance of Purchase Order at the CSD Depot along with below documents :-

» The Purchase Order (including Sale Letter, Supply Order Number and Authority Letter) is then issued after scrutiny of documents the same day itself - you can take this Purchase Order along with you for taking Delivery.
» Applicable Road Tax and Insurance Premium Payment has to be separately made by the Applicant at Dealer Premise or at RTO and Insurance Company on it own. Any additional accessories if bought will have to be paid separately by applicant to dealer directly
Note : Sanction Letter is valid for 180 Days from date of issuance - during which the Requisition for Purchase can be done.
Important: In case the car is on waiting, a minimum booking amount can be done as decided by the manufacturer.. However - rest complete payment can only be made with CSD once dealer confirms that vehicle is in stock with availability certificate on letter head
